[seedig] Petition for ExCom member removal | Next steps

Dear SEEDIG community,

The petition to remove Dušan Caf from the Executive Committee has so far 
been supported by more than 30 members, which is more than 10% of the 
full membership of the SEEDIG mailing list (the current list has 221 
members). In line with the ToR, the petition is now moving to a vote, 
and the voting process is to be coordinated by members of the Executive 
Committee not subject to the petition.

Because the ToR does not provide details on timelines and procedures for 
the next step, the majority of the ExCom suggests the following:

  * In line with Art. 7.4, Dušan Caf is invited to respond to the claims
    outlined in the petition. For this we suggest a 48-hour deadline,
    starting 00:00 UTC on 18 December 2019.
  * In line with Art.7.5, and building on the procedure put in place for
    the partial elections for the Executive Committee, the current list
    of registered voting members
    <https://seedig.net/elections-2019/#voting> will also be used for
    the vote on the petition. In addition, community members who have
    voting rights, but have not registered to vote for the partial
    elections, can still register within 48 hours, via this form
    <https://seedig.typeform.com/to/xE8o11>.
  * At the expiration of the 48 hours (i.e. 00:00 UTC on 20 December
    2019), a voting process will be launched on the petition. The voting
    system will stay open for 72 hours, until 00:00 UTC on 23 December 2019.
