[seedig] Host for the SEEDIG 2019 meeting

Dear Sorina,

Very belatedly, to congratulate the SEEDIG Executive Committee on this
great achievement! Having SEEDIG in Romania will I am sure bring new
perspectives to its community; and also I believe it will be beneficial for
the Romanian IG community to expand its perspectives into the regional and
global IG ecosystem.

Also, special congratulations on successful efforts to develop the capacity
building mentioned activities for SEEDIG 2019. These types of activities in
past resulted in inspiring the creation of some very important initiatives
(like recently a very promising team of the Albanian Youth IGF).

SEEDIG community surely can be proud on its representation through the
SEEDIG Ex.Com. You have again demonstrated this at the IGF 2018 in Paris.
