[seedig] Internet governance updates in SEE: October summary available

Dear all,

While apologising for the delay, we are pleased to share with you the *October
issue* of our monthly summary of Internet governance and digital policy
developments across the region. You can find it attached and online
<http://seedig.net/wp-content/uploads/2017/11/SEEsummary_Oct2017.pdf>.

The October summary includes updates from many countries in the region, in
areas ranging from telecom infrastructure and access, to cybersecurity and
human rights. It also provides an overview of Internet-related events that
were held in the region in October, as well as a list of events taking
place in November.

With this, we would like to thank the editorial team and other community
members who have contributed to the summary.

And we are also using this opportunity to *officially introduce the members
of the editorial team* to everyone here:

   - Qanita Abedpour, Andreea Belu, Maja Calović, Andrijana Gavrilović, Su
   Sonia Herring, Loreta Kroj, Olga Kyryliuk, Dajana Mulaj, and Oliana Sula.

The team (yes, girls only :) ) started working on our monthly summaries as
of last month, and will continue to do so during the months to come. And
they are doing a wonderful job.
