Dear Dusan and All,
I am glad to hear about SEEDIG Association and absolutely support this proposal. This Association should be a great support for SEE countries on IG work and promotion. Also, i believe that this Association should be a great structure for identifying and proposed solutions to SEE issues and challenges.
As i mention before, i strongly support this proposed and i am ready to contribute as much as possible for this association even with volunteer work and my contributions in order to creating a sustainable and effective SEEDIG for now and for the future.
Best RegardsFotjon

While everything written in this document remains valid, some issues are further explained below. Also taking this opportunity to thank Michael for his very fast reaction and his support for our proposal.---  After several discussions held within SEEDIG’s executive committee, as well as with all SEEDIG supporting organisations, we are writing to you with a proposal regarding the creation of a SEEDIG association, while kindly asking for your feedback.  Since its launch in December 2014, SEEDIG has steadily grown as an IGF initiative. In addition to the annual meeting, we have launched a number of inter-sessional activities, and are actively looking for new such opportunities. The SEEDIG community is also continuously expanding. With SEEDIG growing, so does the complexity of our processes and work. In order to be able to more effectively manage these processes and work, we believe it is opportune to give SEEDIG a legal status, through creating a dedicated association. This view is shared by our supporting organisations (whom we would like to thank once again for their advice and continuous support).  Giving SEEDIG a legal status would, contribute to ensuring the sustainability of the initiative, bringing more credibility, and addressing some of the challenges we have faced over the past two years (such as management of donations, liability, agreement with partners, etc.). A detailed overview of the current situation and the implications of having a SEEDIG association is in the attached document.  As you know, the preparatory process for the 2017 meeting has started, and there are a number of steps that need to be taken soon (fund-raising, logistical arrangements, etc.). These steps would be more appropriately and easily handled through a legal structure.  For all the aforementioned, our proposal is to create a SEEDIG association, in a two-phase process.  Phase 1Creating a ‘beta association’, having as founding members the current five members of the executive committee. The statute of this association would be a basic one, and would only describe the minimum elements required by law (objectives, founding members, basic decision making).  This would allow us to have the association created in a relatively short time frame. Having a ‘beta association’ in place would facilitate the preparatory process for the Ohrid meeting, as well as our inter-sessional activities.  Phase 2 (to be launched in parallel with phase 1)Running an open, inclusive and transparent process for building a more comprehensive statute for an ‘association 2.0’, which would expand beyond the founding members. This statute would go into more detail on aspects such as membership, governing structures, decision making, roles and responsibilities, etc.  We expect this process to take several months, allowing the statute to go through several stages of iteration. One possibility would be to consider approving such a statute at the Ohrid meeting next year.  We are therefore kindly inviting you to reflect on the above, share your views, and let us know if you agree with the proposed approach. As before, silence will be taken as agreement. The deadline for input is 1 November.  Thank you and we look forward to hearing from you.  Cheers,Dusan(on behalf of executive committee)
