[Icann-see] Bulgarian IDN ccTLD finally live

Hi Dusan,

In order to have our IDN live, we have to issue the relevant Regulation
first, which is a responsibility of the Regulator.
We have done all the necessary preparatory meetings and I belive there is
already a first draft, but it couldn't be out for public consultation,
because there was no President of the Board of the Regulator to sign for
this. Fortunately, a new President was appointed some days ago, so I
believe/hope this issue will be scheduled towards finalisation...
