Thank you also for your feedback. Please see below my quick notes on your points:
1. Indeed, this is why I've said in the summary that those were the topics that received most support during our discussions on Wednesday. But if others feel there are other topics that are more worthwhile discussing, we will definitely talk about them, until, as you say, we get to a sort of an agreement between all of us willing to get involved.
2 & 3. These are issues we need to talk about in more details. And, yes, we also need to start looking at participants and moderators, but I think this comes after we agree on the topics.
4. Fully agree with the idea of trying to develop a sort of a SEE message to be shared with the full EuroDIG. Another issue for us all to talk about, as we need to look into how to develop such messages/conclusions during the short time we'll have and what we would want to communicate.

Looking forward to continue these discussions next week.

Many thanks for your informative message concerning our virtual meeting on Wednesday. Thank you for the summary which can be a basis for a further fruitful discussion.I would like to share some comments which I consider of relevance for boosting debate and achieving tangible results.
1. I am not fully convinced that the topics you enlist represent the issues enjoying the strongest support due to the fact that many people could not take part in the meeting and state their opinion. Second, possibly there was a silent majority/minority - people that were present around but we did not hear their voices during the virtual exchange. We can expect them to raise their position during the meeting in Sofia. That is why you are completely right that we have to continue discussing and keep the same agenda until striking workable consensus on the main points.However, the virtual meeting was useful  as a starting point and for putting on the table some basic accents of the SEE event.
2. In my view we have to strive to tackle crosscutting issues encompassing various areas because this is the nature of modern society underpinned by universal and open Internet. We can recall the questions - what to do, who will do and how to do.We need discussion not only about specific topics but also in what way we can accomplish results and who are the actors to do so.The framework could be a human rights oriented IG and within such paradigm we can deal with both outcomes and methods - domain names, free regional media  through multistakeholders' approach and enhanced capacity building. My idea is to try to blend in an interdisciplinary manner issues raised so far as of importance and boost a debate from different perspectives.
3. To my mind in Sofia we have to enrich discussion by speaking about more concrete issues not merely related to the format of sessions but also to participants and moderators. It will be pertinent we dedicate some time to good national experiences and models.
4. The round table I suggest to conclude with  a declaration or a RANGE OF CONCLUSIONS AND PROPOSALS THAT WILL present the contribution of the regional forum to Eurodig 2015.
I would like to thank the secretariat for the opportunity to invite all interested persons to provide comments and ideas and I remain open to further exchange and elaboration. Unfortunately i shall not be able to attend the organizational meeting in Sofia on Jan 26 in he morning due to another engagement but during the informal dinner I can share thoughts with you.

I would like to thank all those who participated in our first virtual meeting today: Iliya Bazlyankov, Andrea Beccalli, Anelia Dimova, Lianna Galstyan, Hristo Hristov, Aleksandar Icokaev, Narine Khachatryan, Wolf Ludwig, Valentina Pavel, Oksana Prykhodko,  Diman Stamatov, Peter Sterle, plus a larger team from the Bulgarian Ministry of Transport, Information Technology and Communications (apologies for not having managed to record the names). If I have missed someone, please let me know.

Below (and also attached) is a summary of our discussions and proposed next steps. If those who participated in the meeting want to add/correct something on the points below, please feel free to do so.

I. Objective of the SEE round table

We discussed about what we want to achieve with this event (and possible follow up events) and the following points were generally agreed upon:

  *   promote a better understanding among SEE stakeholders about Internet Governance (IG) in general, and IG issues, in particular;
  *   raise awareness and interest to participate in regional and international IG debates/processes/organizations;
  *   explain the importance of developing multistakeholder IG mechanisms at national level;
  *   create a framework for discussions on IG issues relevant to stakeholders in SEE (share best practices, experiences, discuss about possible solutions, etc.)

II. Overarching theme for the event

Following the EuroDIG model, our event should have an overarching theme under which we would frame the discussions on specific topics. Support was expressed during the meeting for the following proposal for such an overarching theme:

"Multistakeholder Internet governance: from the global debates to the SEE realities"


III. Topics for discussions

We also discussed about possible topics for the round-table, starting from the full list of proposals collected through the mailing list (available in the attached file).

Below are the topics that received most support during our discussions:

1. General discussion on Internet governance: the notion of IG, multistakeholderism, IG principles, IG processes/fora/organizations, etc.

2. Domain names (to include issues related to IDN, ccTLDs, ICANN and its activities, etc)

3. Multistakeholder mechanisms for Internet governance at a national level: examples of multistakeholder IG models/mechanisms (i.e. CGI.br and similar initiatives under way in Europe), benefits of such models; whether and how such approaches could be developed/implemented in SEE countries.

4. Human rights for Internet users: a possible discussion to start from the Council of Europe Guide to human rights for Internet users and go into debates on what are the related challenges for SEE and how to possibly address them, in a multistakeholder, bottom-up approach.

5. Public service media in the digital environment.


IV. Format of the event

While we agreed it is a bit too soon to talk about format, we are proposing the following general outline:

  *   have the event split in two distinct sections:
     *   a morning session for a general overview on IG (notions, concept, processes, organizations). This session could start with an introduction on “how the Internet works and why should we care”.
     *   The afternoon would be dedicated to discussions on the specific IG topics we agree upon: why are these topics relevant to our regions, how are they currently addressed and how they could/should be further addressed, based on existing best practices and experiences.

Once a decision is made on the topics to be discussed, we can also go into more details about the exact format of the event, the number of sessions, their format, etc.


V.        Next steps

1. agree on the overarching theme of the event;
2. narrow down the list of topics presented above to maybe a maximum of three topics;
3. once the topics are agreed, start more detailed discussions on the format and content of the sessions.


VI.       Asking for input from the list

You are kindly invited to provide your input on all the issues presented above, but, most importantly at this stage, on:

1. Overarching theme for the SEE event
Please indicate whether you agree with the proposed theme (point II above) or have other suggestions.

2. Topics
Please indicate which of the five general topics listed at point III above you would want to be discussed at the SEE event.
The aim would be for all of us to agree on maybe a maximum of three of these topics to be discussed during the event in June.

3. Format
Please indicate whether you agree with the general outline presented at point IV above or whether you have other suggestions.


As you know, the EuroDIG planning meeting takes place next week in Sofia (26 and 27 January). Some of us will be there and we will have an opportunity to continue the discussions we started today, based on the input we will (hopefully) receive via the list by then. The summary of these discussions will, again, be shared with the list.
We will also have to inform the other participants in the larger EuroDIG meeting about our plans for the SEE event and the progress we have made so far.
